249. Wednesday Seminar of the Ankara Yıldırım Beyazıt University Faculty of Law on ‘Civil Participation in Decision-Making Process under Comparative Constitutional Law’ was presented by Assist. Prof. Dr. Muhammed Said BİLAL.
In his presentation, Assist. Prof. Dr. Muhammed Said Bilal made a distinction between theories of classical democracy and theories which support civil participation. He explained the definition of civil participation and means of participation. In this context, he gave examples such as referendum, public veto, participation through advisory committees and he particularly emphasized the removal of representatives. Followingly, he explained the international resolutions on civil participation and talked about the prominent norms by emphasizing mutual respect, respect to autonomous and non-governmental structures of NGOs, fast and effective feedback, involvement of disadvantageous and vulnerable groups and society to participatory processes, and establishment of accessibility, transparency, and accountability. Lastly, he touched upon international practices of civil participation and evaluated the situation in Turkey.
