For a project that has been accepted and a contract signed, TÜBİTAK requires the opening of an account. Once the account is opened and defined in the system, budgets are expected to be transferred. Once the budgets are transferred and the project is active, purchasing and other transactions can begin.

 It is responsible for the execution of the project in scientific, technical, administrative, legal and financial terms, in accordance with the project contract and TÜBİTAK regulations, and for any defects and negligence during these processes.

Fixed assets acquired from TUBİTAK funds are recorded in the relevant unit's inventory and assigned to the project manager for use throughout the project. During the project monitoring process, TUBİTAK has the authority to request that machinery and equipment purchased entirely with TUBİTAK support be used by other individuals for other research projects. This authority is exercised in a manner that does not affect project execution, and the project manager and the project manager organization agree to act in accordance with TUBİTAK's request.

The institution's share is an allocation included in the project budget, in exchange for utilizing the institution's resources during the project's implementation and completion phase, provided that it is used for the R&D activities of the institution. It cannot be spent outside of R&D activities, and the responsibility rests with the institution.

The project manager is solely responsible for the project's progress reports and monitoring. Progress reports must be submitted by the project manager on the dates specified in Article 5 of the project contract, in accordance with the format and procedures developed by TÜBİTAK. If progress reports are not submitted by the dates specified in the contract, if a justification acceptable to TÜBİTAK is not provided, or if the progress report is not submitted despite a warning letter, the provisions regarding project cancellation apply. TÜBİTAK may, if deemed necessary, conduct on-site inspections and assign project monitors to monitor and supervise the project's progress from scientific, technical, administrative, and financial perspectives. It may also invite the project team to provide information.

If the project progress reports and final reports submitted on the dates specified in the contract are accepted and TUBITAK deems payment appropriate, the project incentive bonus determined for the period covered by the report in the "Project Incentive Bonus Payment Schedule" annexed to the project contract will be transferred to the project special account and, upon the request of the project manager, it will be transferred to the bank accounts of the manager and researchers/consultants by the project manager organization after making legal deductions within the framework of the relevant legislation.

Individuals recommended by the project manager and approved by TÜBİTAK may participate as researchers in TÜBİTAK projects. Whether these individuals are internal or external to the institution does not constitute an obstacle to their participation in TÜBİTAK projects. They must be subject to Law No. 2547 or not currently employed elsewhere.

Undergraduate, graduate, and doctoral students, as well as postdoctoral researchers, can participate as fellows in TÜBİTAK projects. Students and researchers who meet these requirements are not required to be eligible for fellowships whether they are currently employed or not. They are not required to continue their education or research at the university where the project is conducted.

Except for scholarship holders working under Article 4/C of Law No. 5510, all other scholarship holders are covered by the Social Security Institution (SGK). Therefore, even if such scholarship holders are included in the project by the project manager, if they are not registered with the SGK, they are deemed not officially registered with the project and cannot receive a salary.
 
If the project manager changes institutions, the project manager must submit to TÜBİTAK the change of institution, a letter from the new institution official stating that the project can be carried out at the new institution, that the project "permits the project to be carried out at the institution; that the project manager will provide the necessary support to the project; that the project manager is aware of the terms and conditions of the project agreement and accepts and undertakes to comply with these terms and conditions," and the protocol governing the intellectual property rights to be established with the new institution in accordance with the Principles. The request in this regard will be decided by TÜBİTAK. If the request is approved, the equipment previously purchased within the scope of the project and the remaining consumables, depending on their nature, may be taken as a deposit by the project manager to the institution where the project will be carried out, to be returned upon completion. The request in this regard will be decided by TÜBİTAK upon the reasoned application of the project manager.
