249. Wednesday Seminar: Civil Participation in Decision-Making Process under Comparative Constitutional Law

It is one of the essential elements of democracy that the people can directly participate in the administration when appropriate. In today’s constitutional systems, where the understanding of representative democracy is widely applied, it is seen that semi-direct democracy instruments are regulated under the constitutions in order to ensure that the people can directly participate in the administration. On the other hand, in countries with established civil society structures, it is observed that the people participate directly, continuously and effectively in decision-making mechanisms through advisory committees or non-governmental organizations.

 

In the seminar, the civil participation in decision-making process will be referred in the light of relevant international principles. The nature, scope and principles of constitutional, legal and administrative regulations in legal systems, where civil participation is effectively implemented will also be examined. It has been observed that our country has a demanding and dynamic civil society structure in terms of participation in decision-making process. From the comparative constitutional law perspective, the nature of civil participation in Turkish Constitutional law will be evaluated separately.
