The Public Ombudsman Institution, affiliated with the Grand National Assembly of Turkey, was established by Law No. 6328 on the Public Ombudsman Institution, dated 14 June 2012. Its purpose is to create an independent and effective complaint mechanism regarding the functioning of public services, and to examine, investigate, and make recommendations concerning all kinds of acts, actions, attitudes, and conduct of the administration, within the framework of a human rights–based understanding of justice and in terms of their compliance with law and equity.

Under the leadership of Chief Ombudsman Mr. Mehmet Akarca, a special education report addressing the problems of education and training in Turkey has been initiated. In order to provide a basis for this special report, a survey has been prepared. Parents may access the survey at: https://anket.ombudsman.gov.tr
