Abstract:
“ The increasing penetration of utility-scale photovoltaic (PV) power plants has introduced new operational and regulatory challenges related to grid stability, power quality, and coordinated power dispatch. Modern grid codes now require PV facilities to provide dynamic support functions rather than only injecting active power. In this context, the Power Plant Controller (PPC) has emerged as a supervisory control layer responsible for active and reactive power management, frequency–voltage compliance, and contractual export limitation at the Point of Interconnection (POI).
This work examines the functional architecture, communication topology, and control strategies used in PPC systems for large-scale PV plants. Key control modes such as active power curtailment, ramp-rate limitation, power factor and reactive power regulation, automatic voltage regulation (AVR), and frequency support based on droop characteristics are analyzed in detail. Furthermore, real-world commissioning experiences highlight how PPCs coordinate multiple inverter groups and auxiliary devices through centralized SCADA infrastructure.
Overall, this study demonstrates that PPC solutions significantly enhance grid compatibility and operational flexibility, enabling higher PV hosting capacity while maintaining stable and compliant plant behavior under varying irradiance and grid conditions. “
