OffPay, jointly developed by Muhammed Utar and Deniz Çam, is an offline payment project designed to enable digital payments to continue even when internet access or banking systems are unavailable. The system uses QR codes and Bluetooth Low Energy (BLE) and can also be adapted to near-field technologies such as NFC. It generates verifiable proof of payment between two phones without an internet connection, while the bank confirms the final transaction outcome once connectivity is restored. The prototype has been tested using real phones and a bank simulator. Offline payments are among the key focus areas of the Central Bank of the Republic of Türkiye's Digital Turkish Lira studies.
We congratulate our students and wish them continued success.
