DIRECTIVE ON EDUCATIONAL, INSTRUCTIONAL AND EXAMINATION PRACTICES FOR DISABLED STUDENTS
SECTION ONE: Purpose, Scope, Basis and Definitions
Purpose (Article 1): The purpose of this directive is to ensure equality of opportunity in education by eliminating the problems faced by disabled students enrolled in associate, undergraduate and graduate programs at Ankara Yıldırım Beyazıt University due to their disability status, and to positively contribute to their success.
Scope (Article 2): This directive covers course and examination practices applied in associate, undergraduate and graduate programs at Ankara Yıldırım Beyazıt University.
Basis (Article 3): This directive has been prepared based on the Regulation on Disability Advisory and Coordination of Higher Education Institutions, which entered into force by being published in the Official Gazette dated 14.08.2010 and numbered 27672.
Definitions (Article 4): In this directive;
- University: Refers to Ankara Yıldırım Beyazıt University (AYBU).
- Rector: Refers to the Rector of Ankara Yıldırım Beyazıt University.
- Barrier-Free AYBU Unit: Refers to the Unit established in accordance with relevant regulations.
- Commission: Refers to the Commission established by the Barrier-Free AYBU Unit.
- Disabled Student: Refers to a higher education student who needs support due to the loss of physical, mental, spiritual, emotional, or social abilities.
- Disabled Health Board Report: Refers to the official document specifying the disability and health status.
- Course: Refers to compulsory and elective courses taught in all programs.
- Examination: Refers to midterm, final, make-up, and single course examinations.
SECTION TWO: Procedures and Principles Regarding Course Practices
Course Exemption (Article 5): If disabled students apply for exemption, an equivalent elective course is given if approved. For compulsory courses, the content is adapted to the student's needs using developing technologies.
Course Practices (Article 6): Procedures to ensure equal opportunity include:
- Acting in accordance with legal regulations and implementing appropriate adaptations.
- Continuously evaluating and improving the effectiveness of adaptations.
- Keeping student disability information confidential within the Barrier-Free Unit.
- Informing the student in writing about topics, exams, and criteria at the start of the semester.
- Providing accessible lecture notes and reading lists online in advance.
- Granting extra time for assignments and exams if needed.
- Supporting the use of recording devices or note-takers via the relevant department.
- Asperger's Syndrome: Using plain language and avoiding abstract concepts.
- Attention Deficit: Using multi-sensory teaching methods and emphasizing key info.
- Visual Impairment: Verbally describing visual aids (graphs, pictures) and providing note-taking support.
- Hearing Impairment:
- Ensure your face is well-lit and lips are visible.
- Maintain eye contact and use gestures.
- Reduce background noise for hearing aid users.
- Use subtitled videos and provide written summaries of audio materials.
SECTION THREE: Exam Practices
Exam Principles (Article 7): To prevent negative impacts on academic success:
- Select accessible exam venues and provide a separate room/extra time if needed.
- Provide sample questions in writing before the exam.
- Make announcements considering specific disabilities.
- Assign a reader/marker familiar with the terminology if needed.
- Allow computer use for written exams where necessary.
- Permit necessary medical supplies (e.g., insulin pumps) in the exam hall.
- Provide constructive feedback on exam results.
- Develop alternative assessments (e.g., projects) when standard exams do not reflect performance.
- Asperger/Attention Deficit: Separate room, minimized distractions, and clear instructions.
- Visual Impairment: Large font, Braille, screen readers, or tactile diagrams.
- Hearing Impairment: Extra time for comprehension, clear language, or sign language alternatives.
- Mobility Impairment: Accessible furniture and rest breaks.
SECTION FOUR: Miscellaneous and Final Provisions
Disputes (Article 8): The relevant Unit decides on disputes or situations not explicitly defined here.
Enforcement (Article 9): These provisions enter into force upon Senate approval.
Execution (Article 10): Executed by the Rector of Ankara Yıldırım Beyazıt University.
