Dear Users,

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, electronic journals belonging to Wiley publishing house have been accessed since 2018. The existing 2022-2024 Wiley agreement, which is a Read agreement, has been transformed into a Read & Publish model to cover the 2023-2025 period.

Our university will continue to provide access to approximately 1367 e-journals of Wiley publishing house. In addition, the publications of the authors of EKUAL Member institutions in the types of “Research Article”, “Review Article”, “Data Article” and “Rapid Publication” published in the Q1 and Q2 Group Wiley Hybrid and Wiley Gold Journals in Web of Science are covered by open access support.

It will be possible to publish Open Access publications submitted and accepted by the researchers of the EKUAL Member Institution to Wiley journals within the scope, without paying the Article Processing Fee (APC), if the author requests it.

Within the scope of the said agreement, there is an annual OA article publishing quota. Looking at the data of the last five years, it is predicted that the quotas of OA articles within the scope of the agreement will cover more than half of the TR-addressed Wiley publications. In the event that the annual OA article publishing quota expires, if the author of the relevant publication wishes to have his article published as an OA, he or the funding agency must pay the APC fee.

According to the terms of the agreement, an OA article quota allocation will not be made for institutions. The publication of the author whose article is accepted in the aforementioned journals will be queued in accordance with the "first come, first order" rule, if the author requests it, and if there is a right to publish an OA article in the quota, ULAKBİM will give approval for the article to be published in OA.

Regarding the publications to be supported by OA, it is sufficient for the publications in hybrid journals to be accepted on or after 01 January 2023, and in gold open access journals, they should be submitted and accepted on or after 01 January 2023.

It is sufficient that one of the authors of the above-mentioned journal group and publication type and which has the right to publish an OA article in the quota, one of the authors of the publication to be provided with OA support, and the name of the member institution under the name of the publication.

In case our researchers want to have their articles published as OA, it is important for the AE approval processes to run smoothly when applying for articles to Wiley, and to register their institutional e-mails in the application forms.
