“Symposium on the Role of the Higher Technical Council in Disputes Arising from Public Procurement (Construction) Contracts”

The "Symposium on the Role of the Higher Technical Board in Disputes Arising from Public Procurement (Construction) Contracts" was held on September 29, 2025, in collaboration with the Ankara Yıldırım Beyazıt University International Arbitration Application and Research Center and the Higher Technical Board of the Ministry of Environment, Urbanization and Climate Change. Opening remarks were delivered by our University Rector, Prof. Dr. Ali Cengiz Köseoğlu; the President of the Higher Technical Board, Ertan YETİM; and the Director of our University's Arbitration Center, Dr. Lecturer Cansu Korkmaz. Prof. Dr. Neslihan Karataş Durmuş, Dean of AYBU Faculty of Law, also took her place.

The first session of the symposium was chaired by Dr. Hasan Gül, President of the 13th Chamber of the Council of State; Prof. Dr. Engin Saygin; Prof. Dr. Huriye Reyhan Demircıoğlu; and Atty. Muhammet Ali YILDIZ, Minister of National Education, delivered presentations. This session addressed contracts to which the administration is a party, the concept of public order, and the administrative role of the Higher Technical Council.

In the second session of the symposium, Prof. Dr. Ali YEŞİLIRMAK, Prof. Dr. Ersin ERDOĞAN, and Assoc. Prof. Dr. A. Eda MANAV ÖZDEMİR, chaired by Tülin KURTOĞLU, Chief of the 4th Civil Chamber of the Ankara Regional Court of Justice, delivered presentations. This session addressed the role of arbitration in public institutions, the binding nature and legal nature of the Higher Technical Council's opinions, and its role in litigation.

This symposium, attended by members of the judiciary, public institution officials, bar association members, private sector representatives, and academics, was met with great interest. The importance of cooperation between centers and public institutions in the field of arbitration was emphasized.
