Metro Turkey and AYBU Held a Career and Food Panel in Partnership* Ankara Yıldırım Beyazıt University (AYBU) and the Uzbekistan Presidential Legislation and Legal Policies Board took a significant academic and diplomatic step in Tashkent in April 2025, marking the signing of a memorandum of understanding/memorandum of understanding. AYBU Rector Prof. Dr. Ali Cengiz Köseoğlu, who visited Uzbekistan at the special invitation of the Chairman of the Uzbekistan Presidential Legislation and Legal Policies Board, conveyed his views on legal reform to the Board following the signing of the memorandum. The memorandum was noted as a significant milestone for deepening academic cooperation and institutionalizing the mutual exchange of knowledge between the two countries. Rector Köseoğlu emphasized the strong ties between the two countries and universities, stating, "This collaboration was made possible by AYBU's partnership with Tashkent State Law University as the sole academic partner in Turkey, and its contributions to constitutional and legal reforms through the Turkish-Uzbek Legal Research Center established in Uzbekistan with AYBU's support."
The Memorandum Will Strengthen Academic Collaboration Between the Two Institutions
The signed protocol aims to establish multifaceted academic collaboration in priority areas such as constitutional law, information technology law, local governments, migration policies, strategic planning, water resources law, tax law, and criminal law. It was also emphasized that various activities, including roundtable discussions, joint symposiums, research projects, scientific publications, and student-faculty exchange programs, will be implemented within this framework. At the signing ceremony, it was stated that the collaboration, which includes an international working group to be established with representatives of government institutions, universities, and research bodies from China, Tajikistan, Kazakhstan, and Russia, will achieve multilateral academic gains and strengthen regional legal integration.
AYBU Made Significant Contributions to International Symposium
AYBU academics took an active role in the international symposium titled "Constitutional and Legal Issues in the Modernization of the Representative Office System: International Experience for Uzbekistan," hosted by the Uzbek Presidential Legislation and Legal Policy Board. At the symposium, Rector Prof. Dr. Ali Cengiz Köseoğlu moderated the session titled "Improving the Activities of Local Representative Bodies." AYBU Faculty of Law Dean Prof. Dr. In her presentation titled "Parliamentary Powers and Functions: The Examples of Turkey and France," Neslihan KARATAŞ DURMUŞ offered a comprehensive assessment of parliamentary structures and oversight processes in Turkey and France. Dr. Samet TATAR, Director of the Turkish-Uzbek Legal Research Center and Head of the Department of Information Technology Law, highlighted the impact of digitalization processes on local governments in his presentation titled "Utilizing Artificial Intelligence Technologies to Improve the Legislative Activities of Local Representative Authorities."
Thanks to this agreement, bridges were built between Turkish and Uzbek academic institutions and the foundations were laid for a shared vision for regional legal reforms.
