There is a certain quota within the scope of TÜBİTAK ULAKBİM - Wiley Open Access Article Publishing Agreement. For this reason, in order to use the quota in the most efficient way, the publications to be funded are limited to four article types in the Wiley-WOS/Q1 and Wiley-WOS/Q2 group journals, excluding the Hindawi group.
The Q values of the journals are based on the “WOS - Journal Citation Report (JCR)” values. Regarding journals indexed in WOS, "Impact Factor" (IF) and "Q" values for any year are published in JCR in July of the following year. In other words, IF and Q values for 2022 are published in July 2023. It should also be taken into account that journals may have different IF and Q values in different years.
Since the Wiley Open Access Agreement is valid from January 01, 2023, the WOS IF and Q values published in July 2022 were valid, and the list of Q1 and Q2 journals to be funded from this list was shared with the universities.
The list in question will be valid for the period of 01.01.2023 - 31.12.2023, unless a change is made in the criteria, click for the journal list.
The Q1 and Q2 journal list, which was created according to the WOS IF and Q values published in July 2023 and to be funded, will be valid for the period between 01.07.2023 and 31.12.2024, unless the criteria are changed. Click for the journal list.
To avoid any misunderstanding, both lists mentioned above will be valid until 31 December 2023 unless the criteria are changed, but the second list will continue to be valid until 31 December 2024.
As an important note, according to the WOS subject classification, some journals may have more than one subject category, in which case they may receive a separate IF and Q value for each subject category. If the journal enters more than one subject classification and receives different IF and Q values, the highest IF and Q value is valid. If it has more than one subject classification and has received a Q1 or Q2 value in any subject classification, but the name of the journal is not mentioned in the attached lists, please notify us to ukg@ulakbim.gov.tr.
Finally, in the coming days, an evaluation will be made on issues such as the applications made to date within the scope of the open access agreement, the number of articles used from the annual quota, and whether the quota will be sufficient until the end of the year. As a result, if it is decided to include Q3 group journals in the scope of support, an announcement will be made on the subject. After this announcement, articles that have been published in retrospective Wiley Q3 group journals but not approved for open access will also be re-evaluated.
